In accordance with Anti-dumping Regulations of the People’s Republic of China, the Tariff Committee of the State Council decided to impose anti-dumping duties on imported styrene-butadiene rubber (SBR) originated from Russia, the Republic of Korea and Japan as from Sep 9, 2003, the duration of whic h is 5 years. To this end, Ministry of Commerce released Announcement No.49, 2003, and the General Administration released announcement No.53 on related issues of implementation. In December 2006, in accordance with mid-term review of Ministry of Commerce, LG Daesan Petrochemical Ltd. succeeded t he rights and obligations of the former Hyundai Petrochemical Co.,Ltd. in anti-dumping measures, with its rate of anti-dumping duties adjusted to 4.15 percent. The General Administration released announcement No.62 on the said issue. Recently, in accordance with application of LG Chem,Ltd. and res ults of examination, Ministry of Commerce decides that LG Chem,Ltd. shall succeed the rate of anti-duping duties of LG Daesan Petrochemical Ltd., and release announcement No.68, 2006 (please refer to Appendix). Related issues on implementation of the Custom are now announced as follows:
1. As from Aug 28, 2006, the Customs will impose anti-dumping duties of 4.15 percent on imported SBR originated from LG Chem,Ltd.; and for SBR originated from LG Daesan Petrochemical Ltd., the Customs will impose anti-dumping duties of 27 percent, which is equal to the rate of other Korean companies . 2. Other issues on anti-dumping duties of SBR originated from Russia, the Republic of Korea and Japan are subject to regulations of Announcement No.53, 2003, Announcement No.62, 2005, Announcement No.14, 2006, and Announcement No.47, 2006.
